The primary legislation governing civil aviation in Canada is the Aeronautics Act. The Tribunal hears reviews and appeals relating to a number of regulations made pursuant to the Act, including the Canadian Aviation Regulations.

Mr. Cottick, of Victoria, British Columbia, is a recently retired lawyer with extensive experience in transportation law and as a member of an administrative law tribunal. He has been a member of the Health Professions Review Board of British Columbia and holds a Bachelor of Laws degree from the University of British Columbia, a Master of Laws degree with a focus on air and space law from the London School of Economics, an MBA from the Richard Ivey School of Business, and a Diploma in Air and Space Law from the London Institute of World Affairs.
